Department of Labor Releases Guidance on COBRA Subsidy Extension, DOL Prepares Premium Assistance Extension Notice

On January 11, 2010, the U. S. Department of Labor (“DOL”) released an updated Fact Sheet and FAQs for Employees, which signals that the DOL is developing updated model notices to reflect the Department of Defense Appropriations Act, 2010 (“2010 DOD Act”).

At the time of this entry, the DOL has yet release modified DOL Model Notices.

Travis Software has been working on new versions of both TravisCobra and WebCOBRA.com in anticipation of the release of the Model Notices, and will be releasing the new versions of both systems by January 18, 2010.

    How does the system automatically adjust a full payment made when it should have been the 35% amounts… we tried Utility > ARAA Extension Enrolled, but nothing was adjusted.

    Example: a full payment was made for December, when it should have been the 35% amount. The system shows January at the 35% amount, but because of the full December payment there should be a credit issued towards January and February. – How do we make these adjustments happen?

    Is the upgrade of Jan 18, 2010 a replacement of the letter wording for letters 78,79,81 and 82? What about the ARRA Summary Letter and ARRA Form for new PQBs. It still contains wording showing the original termination dates period of September 1 2008 and December 31, 2009. We are unable to make those changes since these forms/letters TravisCOBRA do not allow to edit them. Could you provide a mock up of the letters before the upgrade? We need to translate them to Spanish and will help us to keep on track to make changes to Spanish in our system.

    I’m wondering whether to perform our mass letter processing with 8.6.05 or wait until the release next week following the release of model forms from the DOL.

    I know Travis can handle either way however I’m wondering if anyone has any thoughts on this issue. Will the release next week only be an update to the current letters or do you anticipate other system changes? Of course, I want to avoid a second mailing following the DOL model forms. Any suggestions or advice?

    Now that the DOL has released its updated forms my question is -

    Will the system back up to rerun to everyone once the new DOL model letters are in place?

    We ran the updates already – and ran the credit but did not send the letters as of yet and would prefer to send the DOL model letters.

    @ Jon The release next week will contain the DOL model letters and the ability to re-notify the necessary QBs. It is entirely up to the you to determine what would be most efficent based on the needs of your company and customers.

    @Sharon If you have already run the renotification and the credit process, it will not pull everyone that you have already processed.

    Hello,

    Thank you for the email notice regarding next weeks release date. I understand the release next week will contain the updated DOL Forms but please confirm if the release will also contain a software tool to notify all pending participants with a loss of coverage date starting 11/01/2009. If not, do we have to notify these participants manaully. We will wait till next week if this is part of the release. Please confirm.
