Changes in Pennsylvania and Utah COBRA State Continuation Laws

As we are sure you are aware, two COBRA State Continuation Laws have recently been signed into law for Pennsylvania and Utah, and we wanted to let you know that we have analyzed the laws and are currently working on adding capabilities to both the TravisCobra and WebCOBRA.com systems in order to help you administer your under-20 groups in those states.
Pennsylvania
Pennsylvania has recently joined 40+ other states in offering a Mini-COBRA state continuation for employers with fewer than 20 employees. The Mini-COBRA law, which was passed through the Pennsylvania General Assembly and has been signed into law by Governor Edward G. Rendell, will now offer some of the following benefits to employees:- Small employers, generally those with fewer than 20 employees, who are not subject to Federal COBRA laws, must now offer continued group health insurance for employees and qualified dependents.
- Employees and qualified dependents can receive continued group health insurance for a period of up to 9 months from the qualifying even date.
- Participants in Pennsylvania State Mini-COBRA are eligible to receive the government-funded ARRA subsidy.

Utah
The 2009 General Session of the Utah State Legislature brought about a modification to the State COBRA Continuation law, which will extend the maximum period of coverage from 6 months to 12 months.
This amendment was signed into law by the Governor of Utah, Jon M. Huntsman, on March 11, 2009.
