TravisCobra: Re-Printing ARRA Notices

If you are using TravisCobra and you want to reprint ARRA notices, you can follow the steps below.
For a Group of PQBs:
1. Under the Letter menu, choose Manual.

- ARRA Enrollment Form
- ARRA Summary
- ARRA Model Notice
- Re-Print ARRA Notifications
- All
- Active
- Enrolled
- Pending Enrollment
- Non-Commenced
- Terminated
4. Select the Create Letter Record Audit box if you want the system to record the date the form or notice was printed manually in the letter audit file/report.
5. Select OK.
6. Select the Double-Sided Printing box if you want to use duplex printing.
7. Select the Print button.
For an Individual PQB:
1. Under the File menu, choose PQB.
2. Select the PQB you want to reprint ARRA notices for.
3. Select Edit PQB.

4. From the PQB Edit screen, choose the Forms button.

- ARRA Enrollment Form
- ARRA Summary
- ARRA Model Notice

6. Select the Create Letter Record Audit box if you want the system to record the date the form or notice was printed manually in the letter audit file/report.
7. Select OK.
8. Select the Double-Sided Printing box if you want to use duplex printing.
9. Select the Print button.

TravisCobra question: On the Premium Computation Form, is there a plan to change the area where the schedule of payments is shown? I know we can add Block 39 to show the subsidy amounts alongside the total amounts, but how do we reflect the subsidy amounts in the schedule of payments?

@Thom: If you’re printing to Adobe, please make sure that you’re working on a version higher than 5. If you are, then please contact Travis Support.

WebCobra-When we run the renotification wizard I have noticed if we had a carrier change on 1/1/09 the cobra packet from the renotification wizard is not picking up the new carrier with the new rates which makes sense.How do we take care of this so the letters print with the new rates and new carrier information since their coverage will begin on 3/1/09. I’m hoping that we would not have to go into each new account and change it. If we have run the renotification wizard can we go into the new account and drop the coverage and then add the new carrier coverage and then use the new tab that you provided for us to print new cobra election packets. Please advise. Thank you.

We need to use two of the four Model Notices released by the DOL (Abbreviated and Extended Election) for our COBRA clients. An email we received from Technical Support states that this functionality doesn’t exist yet released in TravisCOBRA. Will you be adding it, and when?

If the new rates are not printing on the Premium Computation Form, would there be a problem if we did not send this page with the re-notifications?

@Barry: Please see our previous posts regarding the Abbreviated version. For the Extended Election, we recently updated TravisCobra to allow for State Continuation administration of ARRA, so please make sure you’ve upgraded to version 8.3.0.12.

@Cindy: There’s no other way for the system to know that you’ve ended a plan and started a new one. The only work around is to go into each new account and make the correction.

@Barbara: Not sending the page with the re-notifications is your call. Many of our customers are supplementing the renotificaiton letter set with a page showing the current rates for all plans.

How can we customize the DOL model notices on Travis that were released in April to reflect specific company contact information and modify it accordingly?

We have re-printed the renotifications and have noticed that the first page of the letter is indicating the original coverage date of COBRA rather than the 3/1/09 ARRA renotification date. Also on the Health Benefits Continuation Plan Enrollment it also states the first date of coverage/first day COBRA will begin on the original date, not the 3/1/09 date. We have PQB’s that are printing with 10/1/08 dates.

@Todd: Open the ARRA Enrollment form in the COBRA letter writer. Once the letter is open, go to File—> Open, and select Open Block. Then, Select Block 39 from the Block Selection screen and choose OK. The block will then be inserted into the ARRA Enrollment Form.

I followed the steps above concerning the Block (B039) insertion into the Enrollment Form. These are still not printing the subsidized premiums on the enrollment form. COuld I have missed a software release?

@Todd: Block 39 was added to release 8.3.0.08. If you are on that release or later and are still having trouble, please contact Travis Support.

Since these are not editable, we are printing our own DOL notices outside of TravisCobra. How can we set up TravisCobra to not print these notices at all, and avoid the waste of paper and printing? Thanks.

@NJ: Currently you cannot turn the DOL notices off so they will not print. That feature has been added to the Ideabook and is being voted on by customers. Please log into the Ideabook to submit your vote!

On the Premium Computation form is it possible to pull in the subsidized premium rates and the subsidized schedule of payments? Can this be printed as a manual letter? If so, what is the process for moving the subsidized rates onto the premium computation form?

@Todd: It is possible to pull the subsidized premium rates, along with the full rates, on the Premium Computation form by utilizing Block 39; however, you are not able to show both the subsidized and regular schedule of payments, you have to choose which one, regular or subsidized, to show. The Premium Computation form can also be printed manually.

@Andy: Yes, you can always print mailing labels based on the date of letter generation.

We ran a test on the renotification process and it seems like I was able to get the macros to work correctly. However, Travis has automatically entered a coverage effective date of 03/01/2009. The enactment was effective 02/17/09 and we prorate premiums which means that the coverage would have to be effective 02/18/09. Is there a way for the letters to indicate this?

@Liz: Our interpretation of ARRA is that it began 3/1/2009. If you would like the subsidy to begin 2/18/2009, you go in and prorate the subsidy manually.

After processing renotifications for everyone in the applicable range, TravisCobra continues to print an “ARRA Open Enrollment Letter” for anyone in the renotification date range that is currently enrolled in COBRA but has not applied for the subsidy. Is there a way to disable these ARRA Open Enrollment Letters? Why are they generated?

@Mitchell: The summary and model notice will always print for a Re-Notification, a pending PQB who is ARRA eligible, or for an enrolled PQB who is receiving an ARRA open enrollment form.

After running the renotification wizard in TCOBRA, we notice that any enrolleds who were reto added (because we recently took over the group and were not the administrator back on 9/1/2008) did NOT get an ARRA form or notice of any kind, even if their QE was 9/1/2008 or later.
Is this correct or do we have a problem that I should contact support about?
