Below are the changes to the TravisCobra Downloader and the WebCOBRA System Integrator; you can use both the CSV format and the XML format in WebCOBRA.
Field Placement
The download module has been modified to allow users to import PQBs who are ARRA Eligible. The details of the field are below:- Field Name: Stimulus
- Field Number: 180
- Maximum Width: 1
- Description: PPQB Is ARRA Stimulus Eligible, T/F
- Record Type: 1, primary
- Required: NO
This is the same format for the WebCOBRA CSV import file, which is always in sync with the TravisCobra downloader format.
What Will Happen
By adding a PQB with field 180 to Y, the QB will receive a full ARRA COBRA packet, including the ARRA Enrollment Form. You are saying this QB/PQB is possibly eligible for ARRA and should receive the ARRA Enrollment Form.

What happens if the value is left blank? Shouldn’t the default be that participants are eligible for the ARRA Enrollment Form?

@Steve: Since this field is not required, nothing will happen if this field is left blank.

@Sarah: I understand that the field is not required – that makes sense. But shouldn’t it be assumed that all involuntary terms going forward are eligible for the ARRA enrollment form? Asking clients to change make a change to their incoming files is not something that can happen overnight. I guess I would assume that the most common result would be the default. Please comment.

The file does not load if left blank we have found. I am changing the required note to Yes.
