Comparison - House and Senate Stimulus COBRA Provisions

As we’ve covered, the House and Senate have passed two differing bills for the American Recovery and Reinvestment Act of 2009 (the Stimulus Bill). Both contain significant changes to COBRA Administration, and while the bill could change radically in the next few days, here are our interpretations of the two bill’s differences.

Differences Between House and Senate Bill

  • New COBRA participants could enroll in plan also, and Coverage is also offered to active employees
  • Premium does not increase past the premium QB had at time of Qualifying Event
